Basil Utter
Basil Utter joined Greater Hartford Legal Aid as a staff attorney for the housing unit in 2026. In 2025, he earned his J.D. from the University of Connecticut School of Law, where he participated in the Housing and Eviction Defense Clinic and the Asylum and
Human Rights Clinic. Prior to law school, he spent ten years as a paralegal, including six years at the Office for Civil Rights at the U.S. Department of Justice. He received a Bachelor’s degree in Theatre Arts from Drew University in 2008.
